Kenneth Fok Kai-kong, a member of the Hong Kong Legislative Council, has proposed upgrading the Luban Workshop program to usher in International Vocational Education 2.0.

Tianjin's vocational education milestones, including China's first overseas Luban Workshop, have provided valuable experience. Fok suggests leveraging international talent to enhance the initiative. China's vocational education internationalization now exports curriculum, training and values, supporting both overseas enterprise development and diplomatic objectives.

He proposed integrating talent training institutions into industry-education collaboration platforms, including Tianjin Foreign Studies University in regional alliances, to foster "language + skill" talent.

To strengthen Luban Workshops, Fok recommends improving professional think tanks and creating an international communication system, collaborating with national think tanks, State-owned enterprises and international organizations, and introducing a "revolving door" policy for talent, intelligence and resource exchange, aiming to bolster China's voice in international vocational education.

Fok proposed expanding Luban Workshops globally by leveraging Hong Kong's bridging role. He suggested joint educational initiatives in Hong Kong and promoting the Luban brand internationally. He also proposed forming educational teams for overseas collaboration to enhance Chinese educators' cross-cultural skills.

By nurturing local talent proficient in the Chinese language, culture and technical skills, Luban Workshops can enhance their reputation. Fok's Vocational Education 2.0 aims to position Luban Workshops as a global vocational training leader and a symbol of China's international education cooperation.
